Ukraine visa from Pakistan FAQ: embassy, VFS appointment, fees, MoFA apostille and HEC
The Pakistani side of a Ukrainian file: the embassy in Islamabad and the VFS centres, the consular fee and where it is paid, the MoFA apostille, HEC and IBCC, the police certificate and protector clearance. Every figure comes from the authority that sets it.
Short answer
A Pakistani applicant registers the visa form on visa.mfa.gov.ua and lodges it at the VFS Global centre in Islamabad, Karachi or Lahore; the Embassy of Ukraine in Islamabad decides within 10 working days. Before that, degrees go to HEC, every document to MoFA for an apostille (from PKR 3,000), and then into Ukrainian translation.

Can I submit my Ukraine visa application at the embassy in Islamabad?
The embassy asks applicants to register the form on visa.mfa.gov.ua and to lodge documents, and later collect passports, at the VFS Global centres in Islamabad, Karachi or Lahore. VFS provides only pre-decision services; consular officers at the embassy decide every application.

How do I book a Ukraine visa appointment in Pakistan?
Register the form on visa.mfa.gov.ua first, then book a slot on the VFS Global Ukraine–Pakistan website with your reference number. The three centres open Monday to Friday, 9:00–17:00, and 9:00–15:00 in Ramadan. VFS lists its helpline as 0900-07860, or 9999 from a mobile.

What is the Ukraine visa fee in Pakistani rupees?
The embassy sets the consular fee in US dollars: USD 404 for the D-04 work visa, USD 70 for most other Type D visas. VFS Global says it is paid at designated Faysal Bank branches, so check the amount with the bank on the day you pay. The VFS service charge, the equivalent of USD 24, is paid in rupees at the centre.

Does Pakistan issue apostilles for documents used in Ukraine?
Yes. The Hague Apostille Convention has been in force for Pakistan since 9 March 2023, and Ukraine is a party, so one MoFA apostille replaces the older embassy legalisation. Book it at apostille.mofa.gov.pk or hand the documents to an authorised courier. Walk-in is accepted only for legal documents such as a power of attorney.

Do I need HEC attestation before the MoFA apostille?
Yes, for university degrees and transcripts: MoFA requires degrees attested by HEC, and Matric and Intermediate certificates countersigned by IBCC, before it acts (MoFA SOPs, May 2026, §4.1). HEC charges PKR 3,000 per document.

Who issues the police certificate for Ukraine, and is it always needed?
The police: MoFA apostilles a character certificate issued by the District Police Officer, or the Political Agent in tribal areas (SOPs §3.6). In Punjab apply at any Police Khidmat Markaz; in Islamabad, ICT Police lists 3 working days and PKR 1,000. The work permit and residence permit lists do not include it; the consul may ask for it at the visa stage.

Should I translate my documents before or after the apostille?
After. MoFA attests documents only in Urdu or English (SOPs §1.4), and the Ukrainian translation has to cover the apostille as well as the document. The translator’s signature is certified by a notary in Ukraine or by a Ukrainian consul abroad (Law “On Notariat”, Arts. 79, 38).

Do I need protector clearance from BE&OE to work in Ukraine?
It depends on your category and the BE&OE rules in force when you travel, so confirm it for your own case. Protector clearance is Pakistan’s emigration registration under the Emigration Ordinance 1979; for direct employment it can be filed online since January 2024. It replaces neither the Ukrainian work permit nor the visa.
