What this is

NADRA, MoFA, HEC, VFS, embassy — the Pakistan stack. The page does not constitute binding legal advice; for case-specific guidance, see our paid legal consultation service.

Why it matters for Pakistani applicants

Each Ukrainian procedure has a specific intersection with Pakistani documentation requirements — apostille via MoFA, HEC verification where applicable, sworn translation in Ukraine. Skipping any link in that chain produces refusal at the consular stage. This page describes the chain.

How we use this in practice

Our intake checklists reference this page directly. When we open a file, the steps described here are the steps we execute. Where the page is silent, we resolve case-by-case through the engagement.

FAQ

Is the information on this page binding legal advice?
No. It is reference material for Pakistani applicants. Binding advice on your case requires a paid legal consultation.
How often is it updated?
Quarterly, or when a relevant rule change is announced. See the Updates section.
Where can I verify this against the Ukrainian government?
See the Official Sources block on this page, plus the Library → Official Resources section.
Where do Pakistani nationals apply for a Ukrainian visa?
The Ukrainian Embassy in Islamabad handles visa applications for Pakistani nationals. VFS Global operates the visa application centre. Check the current VFS Global website for appointment availability and document requirements, as these change.
Does Pakistan have an apostille convention with Ukraine?
Yes. Pakistan joined the Hague Apostille Convention. Pakistani documents can be apostilled at the Ministry of Foreign Affairs in Islamabad. The apostille is required before Ukrainian translation — not after.
How do I get a Police Clearance Certificate (PCC) from Pakistan?
The PCC is issued by the National Police Bureau (NPB) / NACTA. Applications are submitted online via the NPB portal. Processing takes approximately 10–15 working days. The PCC must then be apostilled at the Ministry of Foreign Affairs before submission in Ukraine.
Are Pakistani degrees recognised in Ukraine?
Pakistani degrees are accepted in Ukraine when properly apostilled and translated into Ukrainian by a certified court translator. The university or employer may request an equivalency assessment for specific professional qualifications.
Can Pakistanis travel to Ukraine currently?
Travel to Ukraine is significantly restricted due to the ongoing war with Russia. Check current advisories from the Pakistani Ministry of Foreign Affairs and the Ukrainian Embassy before planning any travel. Consular services may be limited.
Is there a Pakistani community in Ukraine I can connect with?
There is an established Pakistani student and professional community in cities like Kyiv, Kharkiv, and Lviv, though the war has displaced many. Student associations at universities are the most reliable contact point. Informal community networks are not a substitute for legal advice.
