Who pays what: you or the employer

The Ukraine work permit for Pakistanis is filed and paid for by the Ukrainian employer at the State Employment Service. Its fee depends on the term: 3 subsistence minimums for up to 6 months, 5 for up to a year, 8 for up to 2 years and 10 for up to 3 years (Art. 42-4). Proof of that payment is one of the five documents in the employer’s file (Art. 42-2).

You pay for your own side: the Type D visa, the VFS charge, and the Pakistani documents the visa or the role needs. The consul may ask for a police certificate (Cabinet of Ministers Resolution No. 118, para. 10); degrees go through HEC and MoFA when the employer or the role needs them.

Example: a work-route budget in PKR

Take an applicant with a degree, a transcript and a police certificate. HEC attests the degree and transcript: 2 × PKR 3,000 = PKR 6,000. MoFA apostilles all three: 3 × PKR 3,000 = PKR 9,000. That is PKR 15,000 in Pakistani document fees, plus the police office’s own fee. On top come the D-04 visa fee of USD 404 at the bank, the VFS charge in rupees, and the Ukrainian translation. Fewer documents means fewer fees; a study or family route uses the USD 70 visa fee instead of USD 404.

What these fees leave out

The table lists government and visa-centre charges only. Legal work, courier, flights and accommodation are separate, and there is no lawful “facilitation” payment that shortens the State Employment Service’s 7 working days or the consulate’s 10 working days (up to 30 with additional checks). A faster decision cannot be bought.

How the price tells you whether an offer is real

Because the official fees are public and modest, a lump sum of several lakhs for a “guaranteed work visa” is itself a warning. Combine it with pressure to pay before the employer is named, or a request to send cash or crypto to a private person without a company invoice, and you are looking at the pattern in our fake job offers file.
