Can a Pakistani citizen get a Ukrainian work permit without an employer?
No. Ukrainian law only recognises employer-sponsored work permits, applied for by the hiring company at the State Employment Service (dcz.gov.ua). There is no freelance or self-sponsored work permit for Pakistani nationals. Any offer of one is a misrepresentation. Decisions rest solely with the Ukrainian authorities.
Who applies for the work permit — me or my employer?
Your employer. The permit is issued to the company and names you as the worker; you are named on it but are not its holder. You cannot file for it yourself, and it cannot be purchased directly by an applicant.
Is a job offer the same as a work permit or a visa?
No. A job offer is a private arrangement. To work lawfully you need both a work permit (issued to the employer) and a Type D long-stay visa (issued to you at the consulate). One does not substitute for the others.
Do I need a visa as well as a work permit?
Yes. The work permit authorises the employment; the Type D visa authorises entry. You apply for the Type D through the Ukraine visa channel for Pakistan (VFS Global) on the basis of the issued permit, then apply for a residence permit after arrival.
How long does a Ukrainian work permit take?
Roughly 30–60 working days from a complete application is typical, but current processing times vary and should be confirmed with the State Employment Service. Preparing the underlying documents — apostille and certified translation — adds time before filing.
How long is the work permit valid, and can it be renewed?
A work permit is typically issued for up to three years and can be renewed while the employment continues. Renewal must be filed before expiry; a lapse ends the lawful basis for both the permit and any residence tied to it.
Can I change employers on the same work permit?
No. The permit is employer-specific and role-specific. Moving to a different employer requires a new permit filed by the new company. Working outside the named role or for a different employer is unlawful.
What Pakistani documents will I need, and in what order?
Typically your passport, and — where a degree or police clearance is required — HEC-attested and NADRA documents apostilled at Pakistan's Ministry of Foreign Affairs, then translated into Ukrainian by a certified translator. Apostille always comes before translation, never after.
