A TRP is issued by the State Migration Service (ДМС) to a foreign national who already holds a lawful ground — a work permit, university enrolment, a founder role in a Ukrainian company, or close family in Ukraine. It is not a product you can buy on its own, and it cannot be obtained by staying on as a tourist and “converting” status. Get the ground first; the residence card follows.

Most Pakistani applicants reach residence through one of four routes. Each starts somewhere different — which is why the very first step is identifying your real ground rather than buying a generic “residence package”.

Required documents
Core file (every ground): passport with a valid type D visa; the document proving your ground (work permit, enrolment confirmation, EDR extract, or civil-status certificate); proof of a registered Ukrainian address; valid medical insurance; tax number (РНОКПП); biometric photos to ДМС specification; proof of the state fee paid.
