Part of a Ukrainian file runs in Pakistan, through two documents that depend on Pakistani institutions: the police certificate and, where a degree matters, its HEC attestation. Both have to clear before the apostille, so the day you open them sets the rest of the calendar.

The police character certificate

The police clearance for a Ukrainian file is a Police Character Certificate. Under MoFA's attestation rules it must be issued by the local District Police Officer, or in tribal areas by the concerned Political Agent; that is the version MoFA apostilles. The consulate may request a police certificate for a Type D visa (Resolution No. 118, para. 10).

HEC attestation of your degree

If your route depends on a qualification (a skilled job, the student route, a professional role), the degree goes to the Higher Education Commission before MoFA. HEC runs a fully online attestation system in four stages: your application, HEC scrutiny, verification by your university, and an e-Attestation Certificate. The fee is PKR 3,000 per document. University verification depends on your university answering HEC, so this is the request to open first. MoFA apostilles the HEC-attested document.

How both reach the apostille

Pakistan is a party to the Hague Apostille Convention, in force for Pakistan since 9 March 2023 (HCCH status table). The Ministry of Foreign Affairs apostilles each document for PKR 3,000 (personal or educational document, tariff from 8 July 2024). Hold the police certificate until the HEC-attested degree is ready and apostille them together. Then both are translated with their apostilles; why that order: apostille before translation.

Which police certificate does a Ukrainian file need from a Pakistani applicant?

A Police Character Certificate issued by the District Police Officer (DPO), or by the Political Agent in tribal areas: that is the version MoFA apostilles.
