Immigration guides for Ukraine from Pakistan: work, study, residence and company routes

Eleven guides written for Pakistani applicants, each tied to the Ukrainian law it explains: the work permit and D-04 visa, university admission, the residence permit, the founder route, protector clearance, salaries and the official fees.

Short answer

Choose the guide by your route. Work: the Ukrainian employer gets a work permit within 7 working days, then you apply for a D-04 visa (USD 404). Study: the university issues a digital Invitation for Study, then a Type D visa (USD 70). Every route ends with a residence permit filed in Ukraine, 15 working days before the stay ends.

How the guides fit together

One order for every route

Every lawful file from Pakistan starts in Ukraine: the employer's work permit, the university's invitation, the registered company or the family member's status. The Pakistani side follows: HEC or IBCC, the MoFA apostille at PKR 3,000 per document, a translation, and for workers the BE&OE registration. Then the visa through VFS and the Embassy of Ukraine in Islamabad, and the residence permit at the State Migration Service. The documents for each stage are in official requirements, the dates in Ukraine processing times, and the terms themselves in legal definitions.

The work route, with a lawyer on your side, is set out in Ukraine work visa requirements for Pakistani applicants. Urdu readers will find the same routes in our Ukraine visa guide book in Urdu.

Questions

Immigration guides: short answers

How can a Pakistani move to Ukraine legally?
On a ground Ukrainian law recognises: employment on a work permit obtained by a Ukrainian employer, study at a Ukrainian university, a company stake of at least EUR 100,000, or family. Each route ends the same way: a Type D visa from the Embassy of Ukraine through VFS, then a temporary residence permit filed at the State Migration Service.
How long does the Ukrainian work route take from Pakistan?
The law sets the official stages: the work permit within 7 working days of the employer’s application (Law No. 5067-VI, Art. 42-6), the visa within 10 working days, up to 30 (Resolution No. 118, para. 19), and the residence permit within 15 working days (Resolution No. 322, para. 5). Pakistani attestation, translation and VFS booking add time that depends on the case.
What does a Ukrainian visa cost for a Pakistani citizen?
Under the embassy tariff from 1 August 2024, a D-04 work visa costs USD 404 and most other Type D visas USD 70, plus the VFS service charge. MoFA charges PKR 3,000 per personal or educational document for the apostille, and HEC PKR 3,000 per degree. The work permit fee is paid by the employer.
Which guide should I read first?
If you know your route, start with its guide in the table above. If you hold an offer and are about to pay someone, read “Before you pay anyone” first: it shows what must already exist in Ukraine and how to check it. The seven-stage process guide gives the order of steps for any route.
Are these guides available in Urdu?
Yes. The Urdu section of the library has guides on the work permit, the visa, fees, the residence permit, the study visa, protector clearance and scam alerts, written in Urdu for Pakistani applicants.
