Ukraine visa from Pakistan by city: which office does what

Five city guides for Pakistani applicants: where to get the police certificate, HEC attestation and MoFA apostille, which VFS centre to book, and where the Protectorate office is.

Short answer

The document order is the same in every city: police certificate and HEC attestation, MoFA apostille, certified Ukrainian translation, then VFS Global. What changes by city is the office. VFS has Ukraine centres in Islamabad, Karachi and Lahore; for these five cities the police certificate comes from Punjab, Sindh or ICT Police; the Embassy of Ukraine in Islamabad decides.

Applying from a Pakistani city

Which Pakistani cities have a Ukraine visa centre?

Islamabad, Karachi and Lahore. VFS Global lists Ukraine visa application centres in these three cities, open Monday to Friday, 09:00–17:00. Applicants from other cities, including Rawalpindi and Faisalabad, book one of them. The Embassy of Ukraine in Islamabad decides every application.

Does the police certificate depend on my city?

Yes. It comes from the police of the province or territory where you live: Punjab Police through a Police Khidmat Markaz (Lahore, Rawalpindi, Faisalabad), Islamabad Capital Territory Police, or the Sindh Police portal for Karachi. MoFA apostilles a police certificate signed by the District Police Officer (MoFA SOPs, May 2026, §3.6).

Where can I get the MoFA apostille outside Islamabad?

Apostille for personal and educational documents is booked online at apostille.mofa.gov.pk or sent through an authorised courier (TCS, Gerry’s, Leopards, ECS, M&P), from any city. MoFA also runs liaison offices in Lahore, Karachi, Peshawar and Quetta whose attestations count the same as the Ministry’s. The fee is PKR 3,000 per document.

Do the steps or fees change from city to city?

The order and the official fees are the same everywhere: police certificate and HEC, then the MoFA apostille, then a certified Ukrainian translation, then VFS. D-04 work visa USD 404, most other Type D grounds USD 70. What changes by city is the office or channel for each step, and with it courier charges: HEC’s TCS tariff depends on the division you send from.
