What an apostille is and why Ukraine needs it

An apostille is the certification that makes a Pakistani public document legally valid abroad. Pakistan acceded to the Hague Apostille Convention in March 2021, and Ukraine is also a party — so a single apostille at the Ministry of Foreign Affairs (MoFA), Islamabad replaces the older multi-stamp consular legalisation route. Without it, Ukrainian authorities will not accept your degrees, experience letters, police clearance, or marriage/birth certificates.

The correct order — this is where files fail

  1. Obtain the original from the issuing authority (university, NADRA, employer).
  2. Pre-attestation: HEC for educational degrees; FIA / chamber / relevant authority for experience and commercial documents. MoFA will not apostille a document that skipped this step.
  3. Apostille at MoFA Islamabad. Prepared walk-in files are often handled same day; courier service exists for applicants outside Islamabad.
  4. Sworn Ukrainian translation — done in Ukraine, after the apostille is on the document, by a translator recognised under Ukrainian law.

Indicative fees

MoFA apostille~PKR 200–500 per document
HEC degree attestation~PKR 1,000–2,000 per document
Sworn Ukrainian translation~USD 10–20 per page (in Ukraine)

Official fees only and indicative — confirm current rates with MoFA/HEC. Do not pay an agent a large markup for this routine process.

Common mistakes

  • Skipping HEC (degrees) or FIA/chamber (experience) pre-attestation before MoFA.
  • Translating before apostille — the order is fixed.
  • Using a translator not recognised under Ukrainian law.
  • Assuming a Pakistani notary stamp substitutes for the apostille — it does not.

FAQ

Does Pakistan issue apostilles for Ukraine?
Yes. Pakistan acceded to the Hague Apostille Convention in March 2021, and Ukraine is also a party. So a single MoFA apostille — not consular legalisation — is what Ukrainian authorities expect on Pakistani documents.
Where do I get an apostille in Pakistan?
At the Ministry of Foreign Affairs (MoFA) in Islamabad. Walk-in prepared files are often processed same day; courier options exist for applicants outside Islamabad.
Do I apostille or translate first?
Apostille first, then sworn Ukrainian translation. Translating an unapostilled document produces a result Ukrainian authorities will not accept — the apostille must already be on the document when it is translated.
What needs to happen before MoFA for degrees and experience letters?
Educational degrees usually require HEC attestation first. Experience letters and certain commercial documents need attestation by the relevant authority (e.g. FIA / chamber) before MoFA will apostille them.
Should I use an apostille agent?
The MoFA process is straightforward and low-cost. Agents charging large fees add little value and are a frequent overcharge point for Pakistani applicants.
