Pakistani documents for Ukraine need one MoFA apostille: PKR 3,000 per personal or educational document, 4,500 legal, 12,000 commercial. Degrees go to HEC first and school certificates to IBCC; the police certificate must come from the District Police Officer. Book at apostille.mofa.gov.pk or use an authorised courier, then translate the document with its apostille.
Pakistan joined the Hague Apostille Convention with effect from 9 March 2023, and Ukraine is a party, so a Pakistani public document needs a single MoFA apostille to be used in Ukraine. The rules for getting it are in MoFA's own Standard Operating Procedures, last issued in May 2026. Apostille fees effective from 8 July 2024 (§2.2). HEC charges PKR 3,000 per document for degree attestation. Professional bodies for experience certificates include NAVTTC or the National Training Bureau for technicians and mechanics, the Pakistan Engineering Council, and ACCA Pakistan for accountants (§5). How to book and submit
MoFA takes apostille applications three ways (SOPs §2). Personal and educational documents go through an online appointment at apostille.mofa.gov.pk or one of five authorised couriers: Gerry's International, Leopards, ECS, M&P Express Logistics and TCS. Walk-in applications are only for legal documents, such as powers of attorney, affidavits, divorce certificates and commercial documents, at MoFA Islamabad and its liaison offices in Lahore, Karachi, Peshawar, Quetta and Gujrat. A blood relative can submit for you with proof of the relation; anyone else submitting for an applicant abroad needs an authority letter attested by the Pakistani mission there (§1.2).
MoFA attests documents only in Urdu or English (§1.4). Documents of a permanent nature, such as birth certificates, Nikah Nama, educational certificates and NADRA documents, stay valid once attested (§1.3), so a degree attested for an earlier application keeps its MoFA attestation. Dubious or incomplete documents are sent back to the issuing authority for re-verification (§1.3).
What MoFA does not attest
Some documents in a Ukrainian file cannot be apostilled in Pakistan at all (SOPs §17.1). They go into the file as issued, or another document stands in for them:
- CNIC and NICOP, and their translations
- Photographs
- Invitation letters and visa notes
- Insurance papers
- Criminal judgments and FIRs
- Domicile certificates

After the apostille: the Ukrainian translation
Translate only after the apostille, and translate the apostille with the document. In Ukraine a notary certifies the translator's signature (Law “On Notariat”, Art. 79); abroad, a Ukrainian consul performs the same act (Art. 38). Which documents your route actually needs
The list depends on the ground. A work permit needs only your passport pages with a certified translation and a photo (Law No. 5067-VI, Art. 42-2); the consul may ask for a police certificate for the visa (Resolution No. 118, para. 10). A student route rests on school and university certificates; a family route on Nikah Nama and birth records. Apostilling documents nobody will ask for costs fees and time, so fix the route first.
