The Ministry of Foreign Affairs of Ukraine handles the visa stage. Its online system visa.mfa.gov.ua registers your application form, its embassy in Islamabad decides the visa, and its tariff sets the fee: USD 404 for a D-04 work visa. Pakistani citizens need a Type D visa for work, study or family; the e-visa list excludes Pakistan.
Four Ukrainian bodies touch a typical file from Pakistan, and the Ministry of Foreign Affairs owns exactly one stage of it: the visa. This page sets out that stage: the visa types, the online form, the fee for Pakistani citizens, the e-visa question, the apostille rule for Pakistani papers and what happens after a refusal.

For Pakistani applicants the working visa is Type D. Its code follows the ground: D-04 for work at a Ukrainian company, D-08 and D-09 for a foreign company's or bank's office, D-12 for investors, and further codes for study and family. The ground decides the document the consul expects next to your passport: a notarised copy of the work permit, a university invitation registered under Ministry of Education rules, or the family documents. Which ground fits your case is the first thing we settle in an eligibility assessment.
The online form and the fee
Every visa starts with the application form on visa.mfa.gov.ua; the Embassy of Ukraine in Pakistan asks for it through that system, then takes the file in through the VFS Global centres. The fee comes from the embassy tariff for Pakistani citizens in force since 1 August 2024: USD 404 for D-04, D-08 and D-09, USD 500 for D-12, USD 200 for D-06, D-07 and D-11, USD 70 for other Type D grounds and USD 65–200 for short-term visas. It is not refunded after a refusal. Contacts and the full fee table are on Embassy of Ukraine in Pakistan; booking and tracking on VFS Global for Ukraine.
The visa rules themselves are a Cabinet of Ministers resolution, No. 118, which the MFA's missions apply: decision within 10 working days, extendable to 30 (para. 19), extra documents such as a police certificate on the consul's request (para. 10) and a possible interview (para. 12). The visa stage, step by step, is in Ukraine Type D visa from Pakistan.
Two foreign ministries on one file
Pakistani applicants deal with MoFA Pakistan before they reach the MFA of Ukraine. MoFA Pakistan apostilles degrees after HEC, school certificates after IBCC and the police certificate issued by the District Police Officer, at PKR 3,000 per personal or educational document. The Hague Apostille Convention has applied to Pakistan since 9 March 2023 (HCCH status table), so Ukraine accepts that apostille in place of consular legalisation. The document and its apostille are then translated into Ukrainian; the rules for that are in translation requirements, and the apostille chain in apostille and legalisation.
After a refusal
A refused visa is stamped in the passport with the grounds. The embassy lists ten, including a forged passport, knowingly false information, missing insurance, unproven funds or purpose of stay. You may apply again, or appeal by letter with supporting evidence to the mission that refused, within 60 working days of receiving the refusal (Resolution No. 118, para. 30). A lawyer can read the grounds with you in a legal consultation before you pay the fee a second time.
