The State Migration Service of Ukraine (DMSU) issues the temporary residence permit after you enter on a Type D visa. File in person at the office for your place of residence, at least 15 working days before your stay ends; the card is issued within 15 working days. Listed fees: UAH 34, 452 and 654.
The State Migration Service is the last Ukrainian body on a Pakistani worker's or student's route. Its clock starts at entry: the Type D visa gives 90 days, and the residence file must be in at least 15 working days before the permitted stay ends. This page covers what DMSU does, where to file, the fees it lists, its three online checks, how long each permit lasts and what an overstay costs.

Fees, terms and validity
The DMSU service page lists three payments for a residence permit: a government charge of UAH 34, an administrative service fee of UAH 452 and UAH 654 for the blank card. The payment slip goes into the file. The permit is issued within 15 working days of filing (Resolution No. 322, para. 5). Validity follows the ground: for work, the term of the employment contract; for study, the period in the university's order; for a founder with at least EUR 100,000 in a Ukrainian company, two years; for most other grounds, one year with exchange. DMSU states that the permit is exchanged, never extended. The exchange file can go in up to the card's last day; with fewer than 15 working days left, only a DMSU territorial office accepts it (Resolution No. 322, para. 19). How the dates line up with the work permit is in the residence permit timeline.
Three online checks on dmsu.gov.ua
| E-service | What you enter | What it tells you |
|---|---|---|
| Status of a document | Series and number of the passport the permit is issued on, without spaces or punctuation | Accepted → approved for personalisation → sent → personalised → delivered to the office |
| Duration of stay | Date of control and every entry and exit date | Days spent in Ukraine in the control period |
| Invalid documents | Document type, series and number | Whether the document is in the invalid-documents base; information only |
The status check shows your file 24 hours after you apply; once the card is personalised it reaches the office in 1–3 working days. If the status still reads “Information was not found” 48 hours after filing, contact the territorial office. The stay calculator counts your days from entry and exit dates. The invalid-documents check is for information only: DMSU warns that a document missing from its base is not thereby proven valid. To check a work permit, use the employment centre's published decisions; how is in how to check if a work permit is real.
Overstay and refusal
A foreigner who stays beyond the permitted term is fined under Art. 203 of the Code of Administrative Offences. The authorities can order a forced return, which may come with a 3-year entry ban, or, through a court, a forced expulsion with a 5-year ban (DMSU, responsibility for violation of term of stay). DMSU also refuses a residence permit when the applicant is already over the term, files an incomplete or late package, presents a forged or expired passport, or gives false information. What an overstay does to a future application is in overstay risks and entry bans.
