Ukraine study visa FAQ for Pakistani students: fees, ratio, deadlines, MBBS and agents

Short answer
Pakistani students apply on studyinukraine.gov.ua (3,100 UAH once, up to 20 applications), accept the Offer of Admission and receive a digital Invitation for Study valid six months. With it they file a Type D study visa at VFS: USD 70, decided within 10 working days. In Ukraine they then file for a residence permit.

How do Pakistani students apply to study in Ukraine?
Through studyinukraine.gov.ua, the official portal of the Ukrainian State Center for International Education: open an account, upload your certificate or degree with transcript, passport and photo, and pay the one-time 3,100 UAH fee. Accept the Offer of Admission, and the university issues a digital Invitation for Study valid 6 months.

How much does a Ukraine study visa cost from Pakistan?
Official costs: 3,100 UAH once on the admission portal, USD 70 consular fee for a study Type D visa under the embassy tariff from 1 August 2024, and the VFS service charge in rupees. HEC and MoFA charge PKR 3,000 per document. Tuition is set by each university.

How long does a Ukraine study visa take from Pakistan?
The embassy decides within up to 10 working days of receiving the documents, or up to 30 with additional checks (Resolution No. 118, para. 19). The university has to issue your Invitation for Study first, and the Pakistani documents, VFS booking and courier add time before the embassy clock starts.

What is the Ukraine study visa ratio from Pakistan?
The sources we reviewed publish no official approval ratio for Pakistani students; ask anyone who quotes a percentage for its source. What matters is a genuine Invitation for Study from an accredited university and a complete, legalised document set. Ask the university how many Pakistani students it admitted in its last intake.

When is the admission deadline for Ukrainian universities?
For bachelor’s and master’s programmes, international enrolment runs twice a year: until 1 November and until 1 March. PhD studies, preparatory courses, internships and transfers enrol year-round, and each university publishes its own deadlines.

Do Pakistani certificates need HEC attestation and an apostille?
Ukraine asks for foreign documents to be legalised and submitted with a certified translation. For Pakistan that means a MoFA apostille, PKR 3,000 per educational document; MoFA first needs IBCC on board certificates and HEC on university degrees (MoFA SOPs, May 2026, §4.1). The translation goes into Ukrainian, or English where Ukrainian is not available.

Can I study MBBS in Ukraine online from Pakistan?
The official portal states that distance learning is available for every field of study except MBBS and Medicine. Medicine is studied in person, so it runs through the Type D study visa and a residence permit in Ukraine.

Do I need an agent to apply to a Ukrainian university?
The portal takes applications directly from students. If you use an agent, check that it is on the certified agents list of the Ukrainian State Center for International Education and authorised for your university, and pay tuition only to the university’s official account.

How do I know my offer or invitation is genuine?
A genuine offer arrives in your account on the official portal. The Invitation for Study is an electronic document with the university’s secure digital signature or seal, the programme and an expiry date, and its data goes automatically to Ukrainian consulates and the border service.

Do students need a residence permit in Ukraine?
Yes, for a stay over 90 days. File with the State Migration Service at least 15 working days before your permitted stay ends; the card follows the study period in the university’s order and is issued within 15 working days (Resolution No. 322, paras. 5 and 17).
