Ukraine visa success ratio for Pakistani applicants: what is published and what decides your file

Work, study and family Type D visas from Pakistan: where a “ratio” would come from, the ten grounds the embassy refuses on, and how to check your own file before you pay the visa fee.

Direct answer

The Embassy of Ukraine in Pakistan publishes no visa approval ratio, and percentages quoted by agents cite no official source. Each Type D file is decided by a consular officer against ten refusal grounds, within 10 working days or up to 30 with checks. Your odds depend on your basis document, funds, insurance and honest papers.

Where a Ukraine visa ratio would come from

Three official bodies touch a Pakistani Type D file. Here is what each makes public, next to what agents quote.

Embassy of Ukraine in PakistanVisa requirements, fees, refusal grounds and the appeal rule. No approval or refusal statistics in its consular section (checked 31 October 2026).
VFS Global, PakistanAccepts applications and passes them on. VFS gives pre-decision services only; every decision is taken by a Ukrainian consular officer.
State Employment Service (work route)Publishes each work permit decision within 2 working days (Law No. 5067-VI, Art. 42-7). That is a check you can run on your own permit.
Agents quoting “90% ratio”We have found no such figure with an official source behind it. Ask where the number comes from before you pay for it.

The 10 grounds a Ukraine visa is refused on

The embassy’s visa page lists every ground on which a visa can be refused. Each one is a test your file either passes or fails, and the refusal stamp names the ground that was applied.

1. Threat to national security or public safetyIncludes the approval of competent bodies required for some nationalities (Res. No. 118, para. 12). Outside your control; an honest file is the only input.
2. Threat to public health or to the rights of people in UkraineDeclare medical and legal history truthfully on the form.
3. Entry-ban or exit-restriction record in the databaseA ban record from an earlier stay. We ask about earlier stays and refusals at intake.
4. Passport falsified, damaged, non-standard or not yoursA damaged or worn passport is a real refusal risk. Replace it before you apply.
5. Knowingly untrue information or forged documentsA bought work permit, a fake invitation, a salary that differs between papers.
6. No valid health insuranceThe embassy lists cover of at least EUR 30,000 for the stay.
7. Financial means not shownThe embassy lists USD 750 per 15 days of stay, or proof you can lawfully earn it in Ukraine.
8. Purpose of the stay not confirmedThe basis document: a published work permit, a university Invitation for Study, family documents.
9. Intention to leave before the visa expires not shownIn the embassy’s words: no documents establishing your intention to leave Ukraine before the visa expires.
10. The applicant withdraws the applicationYour own request to stop the review.

Grounds 4 to 9 sit inside the file you hand in, so they are the ones a careful check can close. The full reading of a refusal letter, with the appeal and reapply options, is in what a Type D refusal actually means.

What each route is judged on

A work, study or family visa from Pakistan stands on a different basis document. Where that document is real and matches the rest of the file, the refusal ground of an unconfirmed purpose of stay falls away.

The security approval nobody can buy

For citizens of countries in Ukraine’s migration-risk category, paragraph 12 of the visa rules (Resolution No. 118) requires a personal interview and the approval of competent bodies before a long-stay visa is issued. In case No. 560/10658/23 (Supreme Court, 25 June 2024) the court upheld a refusal because that approval was withheld. We have not found the list of migration-risk countries published, so we cannot confirm whether Pakistan is on it. This stage is one more reason a percentage promised in advance has nothing behind it.

After a refusal: appeal or reapply

You may file a repeated visa request, or send a letter of appeal with supporting proof to the mission that considered the application within 60 working days of receiving the refusal (Resolution No. 118, para. 30). The consular fee is not refunded. Pick the appeal when your file already proved the ground; reapply when the cause was a missing or weak document that you have now fixed, and declare the earlier refusal. Our legal consultation ($249, 60 minutes with a Ukrainian advocate and a written summary within 48 hours) is built for that decision.

Ukraine visa ratio questions

What is the Ukraine visa success ratio for Pakistani applicants?
The Embassy of Ukraine in Pakistan publishes no approval or refusal rate, and we know of no official Ukrainian source that gives one by nationality. A decision is made on each file against the refusal grounds in Ukraine’s visa rules, so the useful question is how strong your own file is against those grounds.
What is the Ukraine work visa ratio for Pakistani applicants?
No official figure exists for the D-04 work visa either. What the consul checks first is the basis: a work permit issued to a registered Ukrainian employer and published by the State Employment Service. A file built on a real employer and matching documents answers the purpose-of-stay ground before you apply.
What is the Ukraine study visa ratio from Pakistan?
The sources we reviewed publish no study visa ratio for Pakistani students. The file stands on the digital Invitation for Study from an accredited university, legalised certificates, insurance and funds. According to the KAI rector (September 2026), foreign students also pass an interagency and SBU check. Ask the university how many Pakistani students it admitted last intake.
Why are Ukraine visas refused for Pakistani applicants?
The embassy lists ten grounds, including a purpose of stay that is not confirmed, funds not shown, no valid health insurance, false information or forged documents, a damaged or invalid passport, an entry-ban record and security grounds. The refusal stamp and letter state which ground applied to you.
Can I appeal a Ukraine visa refusal from Pakistan?
Yes. A refused applicant can send a letter of appeal, with supporting proof, to the mission that considered the application within 60 working days of receiving the refusal (Resolution No. 118, para. 30); the review takes up to 10 working days. You can also file a new application. The consular fee is not refunded after a refusal.
Can an agent improve my visa ratio or guarantee approval?
The decision belongs to the consular officer and, for some nationalities, to the bodies that give security approval. An agent can only help you file a complete, truthful file. A “guaranteed visa” offer, or an extra fee to “clear” the file, is a reason to stop and check who you are paying.
How do I know my chances before I pay the visa fee?
Our $99 eligibility assessment reads your profile, any offer or invitation you hold and your travel history, including earlier refusals, and tells you in writing which lawful routes fit you, in what order, with an indicative timeline and your first action. A lawyer validates it, and it arrives within 3 working days of your completed intake form.

Last reviewed: 31 October 2026. Refusal grounds, appeal period, insurance and funds figures as stated by the Embassy of Ukraine in Pakistan; decision times under Resolution No. 118. Visa decisions rest solely with the Ukrainian authorities, and no one can promise an outcome.
