A Ukraine study visa from Pakistan is a Type D long-stay visa, issued by a Ukrainian embassy or consulate on the basis of an official digital Invitation for Study. The university issues that invitation through the state admission system on studyinukraine.gov.ua, managed by the Ukrainian State Center for International Education (USCIE). After arrival, the student applies for a temporary residence permit. Entry depends on three decisions: the university's offer, the state checks behind the invitation, and the consular decision on the visa.
To study in Ukraine from Pakistan in 2026: apply through the official portal (one 3,100 UAH fee, up to 20 applications), accept the university's Offer of Admission, receive the digital Invitation for Study (valid six months), apply for a Type D student visa, then file for a temporary residence permit in Ukraine. In September 2026 the rector of Kyiv Aviation Institute said foreign applicants also pass an interagency and SBU check, and that KAI was refused permission to admit 76 students last year. Plan for that check before you pay tuition.

The order of steps for a Pakistani student in 2026
The student route runs in six steps, and each one depends on the step before it. The official portal studyinukraine.gov.ua, managed by USCIE, describes the sequence as follows.
Digital account and application
Register on the official application portal, fill in the form and pay the application fee of 3,100 UAH once. You can send up to 20 applications; each goes to the university automatically after payment.
Offer of Admission
A university that approves you sends a digital Offer of Admission to your account. It names the accredited programme, language, level, duration and tuition. You accept or decline it.
Invitation for Study
After you accept, the university checks your documents and issues a digital Invitation for Study, signed online with a secure digital signature or seal and valid for six months. The portal states that invitation data is shared with Ukrainian consulates and the State Border Guard Service.
Type D student visa
Apply at a Ukrainian embassy or consulate with your passport, application form, 35×45 mm photo, health insurance, consular fee receipt, the Invitation for Study and biometrics.
Before travel
Enter your border crossing details (date, time and crossing point) in your applicant account.
Temporary residence permit
For a stay over 90 days, apply for a TRP at the State Migration Service or an administrative services centre at least 15 days before your visa stay ends. The portal says processing can take up to 15 days and gives an estimated cost of around USD 25.
What the September 2026 KAI statement means for Pakistani applicants
A university invitation opens the visa stage, and according to the KAI rector a state security check can still stop it. On 16 September 2026 Obozrevatel reported the statements of Kseniia Semenova, rector of the Kyiv Aviation Institute (KAI):
- A foreign student must be registered in an interagency system and pass a Security Service of Ukraine (SBU) check to study at a Ukrainian university, including by distance learning.
- Last year KAI was refused permission to admit 76 students, including some who had studied there in person for several years before leaving in 2022.
- The stated reason was origin from a country with “high migration risk”; the list has 70 countries, 40 of them in Africa.
- She said she had been told several times to go to the SBU to negotiate approvals, because some universities are not refused and “special agencies” can “resolve the issue”.
The article does not name the 70 countries, and we have not found a published list. Whether Pakistan is on it is unconfirmed, so a Pakistani applicant should plan for the check either way. In practice this means three things. Ask the university how many Pakistani students it admitted in the last intake and whether any were refused at the check. Keep tuition payments tied to the university's official account and its written refund terms. Treat anyone who offers to “arrange” the SBU check as a fraud and bribery risk.
Pakistani documents: HEC, apostille, translation
USCIE accepts foreign documents only when they are legalized and submitted with a certified translation. For Pakistan, legalization means an apostille. Degrees are first attested by the Higher Education Commission, which now runs a fully online, paperless degree attestation system in four stages: your online application, HEC scrutiny, verification by your university, and an e-Attestation Certificate.
- Apostille. Pakistan joined the Hague Apostille Convention; it has been in force for Pakistan since 9 March 2023, and Ukraine is not among the states that objected to Pakistan's accession, per the HCCH status table. The Ministry of Foreign Affairs of Pakistan is the competent authority that issues it.
- Translation. USCIE requires foreign documents to be legalized and submitted with a certified translation into Ukrainian, or into English if Ukrainian is not available.
- Order. In our practice: HEC attestation first, apostille second, translation last. Our essays on the two Pakistan-side gates and apostille before translation explain why.
How long does a Ukraine study visa from Pakistan take?
Official sources fix only some of the clock; the rest depends on your university, your documents and the authorities. The table separates published figures from our planning estimates on the student route page.

These are usual ranges from our practice, and each case moves at its own pace depending on the file and the work of state bodies. Added up, these estimates take a file that starts document work at the end of September past 1 November, so plan for the 1 March 2027 intake.
Is there a “visa ratio” for Pakistani students?
The sources we reviewed publish no official approval ratio for Pakistani applicants to Ukrainian universities. Treat a “visa ratio” in an agent's advert as a marketing claim until the agent shows its source. The useful questions are specific: is the programme accredited, does the invitation appear in your digital account, and what happened to this university's Pakistani applicants at the last check. Red flags of study agents
USCIE advises applying directly through the official portal. If you use an agent, it says to check two things: that the agent is certified by USCIE, and that it is authorised to represent your specific university. The certified list is published on the USCIE agents page.
- The agent is missing from the USCIE certified list, or is listed for other universities only.
- Tuition or “visa fees” go to a personal account or a courier.
- Someone offers an “SBU arrangement”, an “approved list” or a guaranteed visa.
- You receive a paper invitation that never appears in your digital account.
- A “language school” or course outside the official portal is sold as a visa route.
- The agent charges far above the published 3,100 UAH application fee “for the portal”.
