From Faisalabad, get the police certificate at a local Police Khidmat Markaz, send degrees to HEC through TCS, book the MoFA apostille online or send it by an authorised courier, then translate. The one trip is to a VFS Global centre, Lahore or Islamabad, for the appointment and biometrics. The Embassy of Ukraine in Islamabad decides.
Faisalabad sits outside the map of federal offices a Ukrainian file passes through. The official lists we checked show no HEC regional centre, MoFA liaison office, VFS Ukraine centre or BE&OE Protectorate in the city. HEC and MoFA both accept documents by courier, the police certificate is local, and a single trip covers the VFS appointment.

Police certificate at a Faisalabad PKM
Faisalabad is in Punjab, so the certificate comes from Punjab Police through a Police Khidmat Markaz. Punjab Police's guidance, quoted by Canada's immigration department, says a character certificate can be applied for at any PKM centre across Punjab. MoFA's attestation rules accept a police certificate issued by the District Police Officer, so that is the one to request. Plan the certificate close to the VFS appointment: the consul may ask for it with the visa file, and it describes your record on its date (police clearance for Ukraine).
HEC attestation by TCS
HEC has designated TCS as its courier for domestic attestation from all over Pakistan. The order is fixed by HEC: apply online on the e-services portal, pay the attestation fee through 1-Link and verify the payment in your profile, download the application form, then hand the form and the original documents in at a TCS centre; TCS returns them to your address. HEC's rate table lists the Faisalabad Division separately. If you prefer to attend in person, the nearest HEC regional centre is in Lahore, at 55-B/2, Gulberg III, and documents presented on the booked date are attested the same day.
MoFA apostille online or by courier
MoFA's May 2026 rules give two apostille channels for personal and educational documents: an online appointment at apostille.mofa.gov.pk and authorised couriers, named as TCS, Gerry's International, Leopards, ECS and M&P Express. The fee is PKR 3,000 per document (from 8 July 2024). Walk-in counters at MoFA Islamabad and its liaison offices, including 43-N, Gulberg III in Lahore, are listed for legal documents such as powers of attorney. The VFS trip and protector clearance
VFS Global lists Ukraine visa centres in Islamabad, Karachi and Lahore, open Monday to Friday 09:00–17:00. Book online, and bring the visa-ground document (the work permit for D-04, the university invitation for study), the apostilled and translated papers and your passport. The VFS charge is paid in rupees at the centre; the consular fee, USD 404 for D-04 or USD 70 for most other Type D grounds, at designated Faysal Bank branches. For a job in Ukraine, BE&OE protector clearance may apply, depending on your category: its list of Protectorate offices has no Faisalabad entry, and e-Protector lets direct-employment applicants register online (protector clearance for Ukraine).
