A Rawalpindi resident gets the police certificate from Punjab Police at a Police Khidmat Markaz, and for a job in Ukraine uses the Protectorate of Emigrants in Rawalpindi or e-Protector. The rest is across the city line in Islamabad: HEC in H-9, MoFA in G-5, VFS Islamabad, and the Embassy of Ukraine in F-7/1, which decides.
Rawalpindi and Islamabad sit side by side, and for a Ukrainian visa most of the offices are on the Islamabad side. Two things keep Rawalpindi separate. It is in Punjab, so its police certificate comes from Punjab Police, while Islamabad residents go to ICT Police. And Rawalpindi hosts the Protectorate of Emigrants office that BE&OE lists for the area, the office that matters if you are going to Ukraine to work.

Punjab Police or ICT Police?
The police service follows where you live. A Rawalpindi resident applies to Punjab Police at a Police Khidmat Markaz; Punjab Police's guidance, quoted by Canada's immigration department, says any PKM centre in Punjab will take the application. If you hold a Rawalpindi CNIC but live in Islamabad, ICT Police accepts a CNIC with an address outside Islamabad when it comes with an affidavit confirming current residence in Islamabad and proof of that residence; it lists 3 working days and Rs 1,000. The Protectorate of Emigrants in Rawalpindi
Protector clearance is Pakistan's registration of citizens going abroad for employment, run by the Bureau of Emigration & Overseas Employment. BE&OE's organogram lists Protectorate of Emigrants offices in Rawalpindi, Lahore, Karachi, Peshawar, Quetta, Malakand, Multan, Sialkot, DG Khan and Sukkur; Islamabad has no office of its own in that list, and Rawalpindi's is the closest to the capital. Since January 2024 direct-employment applicants can register and apply online through e-Protector. A Ukrainian work visa and the protector stamp belong to the same job, so get the employer checked before either: protector clearance for Ukraine.
HEC, MoFA, VFS and the embassy in Islamabad
HEC's head office is on Service Road East, Sector H-9; you apply online and attend on the booked date, or use TCS, HEC's designated courier, which has a published rate for the Rawalpindi Division. MoFA's Consular Services Hall is on Constitution Avenue, G-5; for apostille its May 2026 rules list an online appointment at apostille.mofa.gov.pk or an authorised courier, PKR 3,000 per personal or educational document. The visa appointment is at VFS Global's Islamabad centre, open Monday to Friday 09:00–17:00, where the VFS charge is paid in rupees; the consular fee, USD 404 for D-04 or USD 70 for most other Type D grounds, is paid at designated Faysal Bank branches.
