Lahore has a full set of offices for a Ukrainian file, and two of them share a neighbourhood: HEC's regional centre and MoFA's liaison office both have Gulberg III addresses. Add a Police Khidmat Markaz for the certificate and VFS Global's Lahore centre for the appointment, and only the decision itself happens outside the city, at the Embassy of Ukraine in Islamabad.

Police certificate at a Police Khidmat Markaz
Punjab Police issues character certificates through its Police Khidmat Markaz (PKM) facilitation centres, and its own guidance quoted by Canada's immigration department says you can apply at any PKM centre across Punjab rather than only in your home district. For a Ukrainian file, ask for the certificate issued by the District Police Officer: MoFA apostilles police certificates only in that form. The certificate is a recent-dated document, so plan it close to the VFS appointment; how recent it should be is covered in police clearance for Ukraine.
HEC and MoFA in Gulberg III
Degrees and transcripts go to HEC first. Its Lahore Regional Centre at 55-B/2, Gulberg III provides complete attestation services; you apply on the e-services portal, get a visit date, and documents presented that day are attested the same day. School certificates are countersigned by IBCC instead. The MoFA step is the apostille. MoFA's Lahore liaison office is at 43-N, Gulberg III, and its attestations count the same as the Ministry's. For apostille, MoFA's May 2026 rules list an online appointment at apostille.mofa.gov.pk or an authorised courier, at PKR 3,000 per personal or educational document. Students from Lahore
For study in Ukraine, the university invitation is issued through the Study in Ukraine portal and grounds a Type D study visa, USD 70 under the embassy tariff for Pakistani citizens. HEC-attested and apostilled transcripts are part of that file. VFS Lahore and protector clearance
VFS Global's Lahore centre keeps the same hours as Islamabad and Karachi, Monday to Friday 09:00–17:00. You pay the VFS charge in rupees at the centre and the consular fee in US dollars at designated Faysal Bank branches: USD 404 for a D-04 work visa, USD 70 for study and most other Type D grounds. For a job in Ukraine, BE&OE protector clearance may apply, depending on your category; BE&OE lists a Protectorate of Emigrants office in Lahore and runs e-Protector online for direct employment since January 2024 (protector clearance for Ukraine).
