Ukraine residence permit (TRP) timeline: 15 working days, and when to file

Resolution No. 322 · paras. 5 and 17 · terms by ground · 6-minute read
Direct answer

The State Migration Service issues a temporary residence permit within 15 working days of accepting your documents (Resolution No. 322, para. 5). You file in person after entering on a Type D visa, no later than 15 working days before your permitted stay ends (para. 17). A renewal is an exchange, filed up to the current card’s last day; with fewer than 15 working days left, only at a DMSU territorial office (para. 19).

The residence card is the last stage of a Ukrainian route and the one with the firmest dates. Two numbers matter: 15 working days for the card, and 15 working days before your stay ends as the latest filing day. Everything else, the ground, the visa and the address, has to be in place before you reach the counter. This page sets out the dates, the term the card gets on each ground, and how a renewal is timed against the work permit.

The State Migration Service treats a new card on an existing ground as an exchange of the temporary residence permit; the filing rule is the same.

Before the counter: ground, visa, address

A Ukrainian TRP rests on one ground of Law No. 3773-VI, Art. 4, and the ground comes first. For work, the employer obtains the work permit; the steps and dates are in the work permit timeline. Pakistani citizens then enter on a Type D visa, and the TRP is filed inside Ukraine. The file also needs your place of residence, confirmed by a rental agreement or the owner's title documents. Arranging the address and the translated document set before you arrive protects the filing date.

Terms as published by the State Migration Service for the temporary residence permit; founder ground: Law No. 3773-VI, Art. 4, part 12. When the ground ends, the permit ends with it.

“Count 15 working days back from the end of your stay. That is the last day to file.”

Renewing on the work ground: two clocks in order

A work-based card ends with the work permit, so the permit is renewed first. The employer files the permit extension 20–50 calendar days before it expires, and the employment centre decides within 3 working days (Law No. 5067-VI, Art. 42-6). With the extended permit you file for the new card before the current one expires; with fewer than 15 working days left, only a DMSU territorial office accepts it (Resolution No. 322, para. 19). Filing earlier leaves time to fix a returned document. We diarise both dates for active clients of our residence permit service. Our service pages: work permit extension and TRP extension.

What makes a TRP file wait

Three things can hold up a residence file: an address that cannot be confirmed, a ground that has lapsed or is about to (an expiring permit or enrolment), and documents translated before they were apostilled. Each one is fixable before the filing day. The full list, with the article of law behind each, is in common delays explained; the document set is in residence permit documents.

Questions about the TRP timeline

How long does it take to get a temporary residence permit in Ukraine?
The State Migration Service issues the card within 15 working days of accepting your documents (Cabinet of Ministers Resolution No. 322, para. 5). Before that you need the ground (for example a work permit), a Type D visa, entry to Ukraine and a confirmed address, so the full route is longer than the 15 days.
When must I apply for a TRP after entering Ukraine?
No later than 15 working days before your permitted stay ends (Resolution No. 322, para. 17). On a Type D visa that means counting back from the visa’s end date. Filing early in the visa’s validity leaves room for a paused or returned file.
Can I get a Ukrainian TRP without a Type D visa?
Pakistani citizens need a visa to enter Ukraine, and a temporary residence permit on the work, study, family or business ground is filed after entry on a Type D long-stay visa. A visit visa does not convert into residence inside Ukraine.
How long is a Ukrainian TRP valid?
It follows the ground: for work, the term of the employment contract; for study, the period set by the university; for a founder with an investment of at least EUR 100,000, two years; on other grounds, one year by default unless the ground sets its own term. When the ground ends, the permit ends with it.
How do I extend a Ukrainian residence permit?
You file for a new card before the current one expires, at the latest on its last day, with the ground still valid; with fewer than 15 working days left, only a DMSU territorial office accepts the file (Resolution No. 322, para. 19). On the work ground the employer first extends the work permit, filing 20–50 calendar days before it expires, with a decision within 3 working days (Law No. 5067-VI, Art. 42-6).
Do I need a Ukrainian address before applying?
Yes. The file needs your place of residence in Ukraine, confirmed by a rental agreement or the owner’s title documents. Without it the application is not accepted, so arrange the address before your filing date.
