In 2026 a Ukrainian work permit needs a registered employer and five documents it files: the application, your passport pages with a certified Ukrainian translation, a 3.5 × 4.5 cm photo, the draft contract and proof of the fee (Art. 42-2). The salary must be at least the minimum wage, UAH 8,647 a month.

A. What the employer must meet
- Recorded in the Unified State Register as a legal entity or individual entrepreneur; absence from the register, or a recorded termination of the company by liquidation or of the entrepreneur’s business, is a refusal ground (Art. 42-9).
- Contract salary of at least the national minimum wage: UAH 8,647 a month from 1 January 2026 (State Budget Law No. 4695-IX). The separate salary threshold for foreigners was abolished in 2022 (Law No. 2623-IX).
- Pays the permit fee: 3, 5, 8 or 10 subsistence minimums for a term of up to 6 months, 1 year, 2 years or 3 years (Art. 42-4).
- A real position that matches the draft contract you sign. The law sets no labour-market test and no vacancy-publication period before filing.

B. The employer’s permit file (Art. 42-2)
- Application form in the form set by the Cabinet of Ministers.
- Copies of your passport data pages with a Ukrainian translation certified in the established manner.
- One colour photo, 3.5 × 4.5 cm.
- Draft employment contract certified by the employer (seconded workers and intra-corporate transferees file the foreign contract or transfer decision).
- Proof of payment of the permit fee.
This is the full list. The State Employment Service pulls the employer’s register data itself, and its officials may not demand other documents. The decision is due within 7 working days of registration (Art. 42-6).
C. Your Type D work visa file
- Passport — check validity and blank pages against our passport requirements.
- Visa application form and photo.
- Health insurance for your stay.
- Consular fee receipt: USD 404 for the D-04 work visa (Embassy of Ukraine tariff for Pakistani citizens).
- Certified copy of the work permit, sent by the employer (Resolution No. 118, para. 8).
- Police certificate, when the consul requests it (para. 10).
D. Pakistani documents, when they are needed
- Police character certificate issued by the District Police Officer, then apostilled by MoFA — see police clearance.
- Degrees and transcripts the role needs: HEC attestation (PKR 3,000 per document), then MoFA apostille (PKR 3,000 per document).
- Ukrainian translations with the translator’s signature notarised (Art. 42-2, part 6).

E. After entry: the residence permit
On the D-04 visa you file for a temporary residence permit at the State Migration Service no later than 15 working days before your permitted stay ends; the card is issued within 15 working days of the documents being accepted (Resolution No. 322, paras. 5 and 17). See residence permit (TRP).
