Ukraine work permit requirements, 2026.

Requirements reference · Anti-fraud desk · 12-minute read

A Ukrainian work permit has two sets of requirements that must both be satisfied: the employer’s, and the applicant’s. Most failed applications fail on the employer side — a company that looks real on paper but cannot demonstrate operational activity — yet most applicants only think about their own documents. This page sets out both, as they stand in 2026.

Employer-side requirements

  • Legal status: a Unified State Register extract proving the company is registered.
  • Fiscal activity: recent tax filings showing the business actually operates.
  • The role: a defined position with justification for hiring a foreign national.
  • Salary compliance: a contract meeting at least the statutory minimum (higher thresholds for some categories).
  • Labour-code compliance: a contract with the clauses Ukrainian law requires.

Any one missing element is a refusal trigger. This is why verifying the employer before payment is not optional.

Applicant-side document requirements

  • Passport valid for at least 12 months.
  • Educational degrees and transcripts — HEC attested, MoFA apostilled, sworn-translated.
  • Experience letters covering the claimed expertise.
  • NADRA police clearance certificate, apostilled.
  • Medical certificate per the Ukrainian list of required tests.
  • English CV aligned with the declared role.
“Two requirement sets, one outcome. Satisfy yours but not the employer’s and the file still fails.”

Salary and consistency

The contract must meet the statutory minimum salary, and the salary figure must be identical across the job offer, the employment contract, and the permit application. Inconsistent figures are one of the most common, and most avoidable, refusal causes.

Validity and renewal

Work permits are issued for a defined term and are renewable. Because your Temporary Residence Permit is tied to the work permit, renewals must be filed before expiry — a lapsed permit cascades into a lapsed residence status and an overstay window.

FAQ

What are the core requirements for a Ukraine work permit in 2026?
A registered, operationally active Ukrainian employer; a defined role with justification; a labour-code-compliant contract meeting the statutory minimum salary; and a complete applicant document set (passport, apostilled degrees, experience, NADRA police clearance, medical). The employer files; the foreign national supplies inputs.
Is there a minimum salary for a Ukrainian work permit?
Yes — the contract must meet at least the statutory minimum, and certain categories (e.g. highly paid or specialist roles) carry higher thresholds. The salary figure must be consistent across the offer, the contract, and the permit application.
How long is a Ukrainian work permit valid?
Work permits are issued for a defined term (commonly up to one to three years depending on category) and are renewable. Your Temporary Residence Permit is tied to the permit, so a lapsed permit puts your residence at risk.
What documents must come from Pakistan?
Passport valid 12+ months, educational degrees and transcripts (HEC attested then MoFA apostilled), experience letters, a NADRA police clearance (apostilled), a medical certificate, and an English CV. All foreign documents need sworn Ukrainian translation after apostille.
Can the requirements change during my application?
Yes. Ukrainian labour-migration rules are updated periodically. Always confirm against the State Employment Service and State Migration Service before submission, or work with a Ukrainian lawyer who tracks the current list.
