Once the employer files, Ukrainian law gives the employment centre up to 7 working days to decide on a work permit and 2 more to publish it. The D-04 visa follows within 10 working days (30 with extra checks), the residence card within 15. The Pakistani paperwork has no Ukrainian deadline; its time depends on your documents.
A Ukrainian work permit has two clocks. The government clock is short and written into law: the regional employment centre decides, the embassy issues the D-04 work visa, the State Migration Service issues the residence card. The preparation clock is yours and the employer's, and its length depends on your documents and the employer. Before the employer files: the preparation clock
The 7-day clock starts when the employment centre registers a complete application, so everything before that is preparation. Two pieces take the time. First, the employer: a registered Ukrainian company with an active record, a real position and a signatory who will file. Our employer verification checks this in 2–3 working days. Second, your papers: the employer needs copies of your passport pages with a certified Ukrainian translation and a colour photo (Art. 42-2), and the visa stage may need apostilled Pakistani documents. Adding it up: 34 working days of government time
At the legal maximum and with no extra checks, the government stages add up to 34 working days: 7 for the permit decision, 2 to publish it, 10 for the visa and 15 for the residence card. That is about seven calendar weeks. Real calendars add the VFS appointment, courier time between VFS and the embassy, your flight, and the days between entry and filing for the card. Extra visa checks can stretch the embassy stage to 30 working days. A plan built on these numbers is honest; a promise of a work visa “in 10 days, everything included” skips half the route.
When the file is paused or refused
An incomplete application is paused, and the employer gets 7 working days to fix it (Art. 42-8). Once the gaps are fixed, the review continues. A refusal can rest only on the grounds listed in Art. 42-9, stated in a written decision, and the employer can file again once the reason is removed; the 7-day clock then starts over. Extension: plan two dates, 20–50 days and 15 working days
A permit lasts up to 2 years for hired employees (Art. 42-3). To keep working, the employer files the extension 20–50 calendar days before it expires, and the centre decides within 3 working days (Art. 42-6). Your residence card follows the permit: you file for the new card before the current one expires; with fewer than 15 working days left, only at a DMSU territorial office (Resolution No. 322, para. 19).
