Pakistani applicants fill in the Ukrainian visa form on visa.mfa.gov.ua and lodge it at the VFS centre in Islamabad, Karachi or Lahore. A Type D work visa costs USD 404, other Type D grounds USD 70. The embassy decides within 10 working days, up to 30 with checks. The fee is not refunded after a refusal; you may appeal within 60 working days.

The visa centres are run by VF Worldwide Holding Ltd (VFS Global). They accept applications, help with the form and sell extra services such as photos, copies, translation, insurance and courier. Type D visas are multi-entry, valid for 90 days, and are issued only by a Ukrainian mission abroad. The full fee guide, with the short-stay visas and payment details, is in Ukraine visa fees from Pakistan.
Documents the embassy asks for
- Passport valid at least three months after the planned departure from Ukraine, with two blank visa pages, issued no more than 10 years ago.
- Visa application form filled in online on visa.mfa.gov.ua and signed.
- One colour photo, 35 × 45 mm.
- Health insurance with cover of at least EUR 30,000.
- Proof of funds for the stay and return, at USD 750 per 15 days, or proof you can lawfully earn them in Ukraine.
- The consular fee.
- For a Type D work visa: a notarised copy of the work permit your employer obtained.
A study visa rests on an invitation registered through the Ministry of Education’s procedure, and a family visa on proof of the relationship. Foreign documents must be legalised and translated into Ukrainian, or into English where a Ukrainian translation is not possible.

Refusal: the ten grounds, the stamp and the appeal
The embassy may refuse a visa for:
- a threat to national security or public safety;
- a threat to public health or to the rights of people in Ukraine;
- an entry ban or restriction recorded in the database;
- a passport that is falsified, damaged, non-standard or belongs to someone else;
- knowingly untrue information or falsified documents;
- no valid health insurance, where it could be bought in the country of application;
- no proof of sufficient funds;
- no proof of the purpose of the stay;
- no documents showing you intend to leave before the visa expires;
- the applicant withdraws the application.
You are told the ground, and a refusal stamp with the date goes into your passport. The fee is not refunded. You can submit a new application, or send a letter of appeal with supporting proof to the authority that considered the application within 60 working days of receiving the refusal (Resolution No. 118, para. 30). If the refusal came from an entry ban, a new application will not help; see Ukraine entry bans.
