The Ukrainian employer files five documents: the application, copies of your passport pages with a certified Ukrainian translation, a colour photo, the draft employment contract and proof of the fee (Law No. 5067-VI, Art. 42-2). From you that means a passport copy and a photo. Degrees, experience letters and a police certificate come later, if the consul asks.
Your Ukrainian work permit is issued to the employer by the regional employment centre. The list of documents is short and written into the law, which makes it easy to check what an employer or an agent asks of you. The employment centre looks up the employer in the Unified State Register itself. An incomplete application is paused and the employer has 7 working days to complete it (Art. 42-8). All stages and dates: work permit timeline.
The draft employment contract
The contract is the document the permit is built on. The employer certifies the draft and files it, and the permit is issued for that employer, that role and that term: up to 2 years for an ordinary employee, up to 3 for seconded workers and intra-corporate transferees (Art. 42-3). The salary must be at least the minimum wage, UAH 8,647 a month in 2026, and is stated in hryvnias; a contract that names only a USD amount does not show a lawful Ukrainian salary. Read it against the company's register entry: the name, the EDRPOU code and the person signing must match. Salary levels by sector are in Ukraine salaries for Pakistani workers.
What to check before you sign: your name and passport number exactly as in the passport, the job title and duties, the hryvnia salary, the start date and term, working hours, and the employer's signatory. A document review flags each mismatch with the fix; it is the cheapest point to correct the contract, before it goes into a state file.
Your Pakistani documents: when they come in
The permit needs only your passport pages and a photo. Your other papers matter at two later points. First, the employer may ask for degrees or experience to hire you in the role. Second, the consul may ask for further documents for the D-04 visa, including a police certificate (Resolution No. 118, para. 10). Prepare them in the order MoFA Pakistan requires:
- University degrees: HEC attestation, then the MoFA apostille (SOPs §4.1). Matric and Intermediate certificates go to IBCC first.
- Experience letters: on the employer's letterhead with the named seal and signature of the head of HR (§5). Some professions need their body first: NAVTTC or the National Training Bureau for electricians and mechanics, the Pakistan Engineering Council for engineering diplomas, ACCA Pakistan for accountants. Experience documents of private firms are attested only after the government agency the firm is registered with (§9.1).

Extending the permit
The employer files for an extension 20 to 50 calendar days before the permit expires, and the centre decides within 3 working days (Art. 42-6). The extension costs one subsistence minimum less than a new permit for the same term (Art. 42-4). The permit is tied to its employer, so a new employer files its own application.
