Direct answer

In the UAE the employer applies for a two-year, renewable work visa, and individuals pay no income tax. In Ukraine the employer obtains a work permit within 7 working days, you take a D-04 visa (USD 404), and 18% tax plus a 5% levy are withheld. Five years of Ukrainian TRP on work grounds open the immigration permit.

Ukraine and the UAE side by side

Every line carries its source. UAE fees, processing times and salary floors are left out: the u.ae pages we checked do not state them.

The UAE route in two facts

The UAE government portal states two things that shape the Gulf decision. On tax: the UAE does not levy income tax on individuals, and charges 5% VAT on goods and services. On the visa: for the standard work visa the employer must apply, and the visa is valid for two years, renewable on the terms the visa-issuing authorities set. For skilled workers, freelancers and the self-employed the portal points to the Green visa, which has its own conditions.

On the standard work visa, your stay in the UAE moves in renewable two-year steps with your employer. That is the trade a Pakistani worker weighs against Ukraine: a lower tax bill against a written route to permanence.

What the Ukrainian route gives you

  • Terms written into law. Work permit within 7 working days (Art. 42-6), D-04 visa within 10 (Resolution 118), residence card within 15 (Resolution 322).
  • A clear salary floor. The minimum wage, UAH 8,647 a month in 2026, applies to foreign workers as to Ukrainians; the contract is part of the permit file. The arithmetic is in Ukraine salary for Pakistani workers.
  • Family on your permit. Your spouse and minor children can apply for residence on family grounds once your TRP is issued.
  • A route to permanence. Five years of continuous TRP on work or founder grounds qualify for an immigration permit and a 10-year card (Law “On Immigration”, Art. 4). See TRP vs permanent residence.

What the employer files and what you bring are in Ukraine work visa requirements for Pakistani applicants.

Which route fits whom

Ukraine fits when

  • you plan to settle and bring your family
  • you want each stage on a statutory clock
  • a registered Ukrainian employer, or your own company, is ready

The UAE fits when

  • take-home pay free of income tax is the priority
  • an employer will sponsor your two-year visa
  • renewing every two years suits your plan

Questions about Ukraine vs the UAE

Is Ukraine or the UAE better for a Pakistani worker?
They answer different goals. The UAE levies no income tax on individuals and its standard work visa, applied for by the employer, runs two years and is renewable. Ukraine withholds 18% tax and a 5% levy, and sets a statutory route from work to an immigration permit after five years of TRP, with family joining once your TRP is issued. Our $99 assessment says which fits you.
Is salary taxed in the UAE and in Ukraine?
The UAE government portal states that the UAE does not levy income tax on individuals; it charges 5% VAT on goods and services. In Ukraine the employer withholds 18% personal income tax and a 5% military levy, so about 77% of the gross salary reaches you.
Who applies for a UAE work visa?
The employer. The u.ae portal says the employer must apply for the standard work visa, which is valid for two years and renewable on the terms set by the visa-issuing authorities. In Ukraine the employer applies for the work permit and you lodge the D-04 visa yourself at VFS (USD 404).
Can I move without an employer to the UAE or Ukraine?
The u.ae portal points skilled workers, freelancers and the self-employed to the Green visa, with its own conditions. In Ukraine the self-sponsored ground is a company: EUR 100,000 of foreign investment in its charter capital gives the founder a two-year TRP (Law 3773-VI, Art. 4, part 12).
Does a Ukrainian work permit lead to permanent residence?
Through years on a TRP. The Law “On Immigration” (Art. 4, part 2, item 11) covers foreigners who have lived in Ukraine continuously on a TRP for five years on work, founder and certain other grounds; the immigration permit leads to a permanent residence card valid 10 years.
What is the minimum salary for a Pakistani worker in Ukraine?
The national minimum wage applies, UAH 8,647 a month in 2026, and since 2022 foreign workers have the same minimum as Ukrainians. The employment contract filed with the work permit application shows the salary (Law 5067-VI, Art. 42-2).
