A TRP is issued by the State Migration Service to a foreign national who already holds a lawful ground (work permit, enrolment, founder role, family). It is not a standalone product and cannot be obtained without an underlying basis.

FAQ

Do I need to be in Ukraine to apply for a TRP?
Yes. TRP is filed in person at the regional State Migration Service office after entry on a type D long-stay visa.
Can family join me on TRP?
Yes. Spouse and minor children may file on family-reunification grounds once your TRP is issued.
Is a TRP the same as permanent residence?
No. TRP is temporary and tied to a ground. Permanent residence is a separate category with stricter qualifying conditions.
